Heartquist Becomes Fiorentini’s Chief of Staff; Keeps 311 Role

Allison Heartquist, head of the city’s 311 call center, has been additionally named Mayor James J. Fiorentini’s chief of staff.

Heartquist replaces David S. Van Dam. As WHAV reported last month, Van Dam was appointed retirement administrator and executive secretary to the Haverhill Retirement Board. Fiorentini, who first hired Heartquist as his assistant several years ago, praised his new chief.

“Allison has a deep understanding of municipal government and has been a tremendous asset to the city and my administration, and I am thrilled to have her in this new role,” he said. “Haverhill is in the business of customer service, and Alison understands that as well as anyone.”

Heartquist moved from the job of the mayor’s executive assistant to director of Constituent Services during the summer of 2016. In that post, she unveiled the city’s 311 “one call to City Hall” telephone center.

“I’m excited to take on this new role,” said Heartquist. “In the last decade Haverhill has really evolved, I’m looking forward to being a part of what is next for Haverhill. This is a real honor to serve such a dynamic city.”

Before joining city government, Heartquist served as assistant to the mayor of Amesbury and was elected to three terms on the Newburyport City Council.
